USDA 9003 Biorefinery Loan Guarantee Clients

The Biorefinery Assistant Program (Section 9003 of the 2008 Farm Bill) provided loan guarantees to entrepreneurs eager to take advantage of the growing opportunities in renewable energy provided by advanced biofuels.

Abengoa Bioenergy, LLC, Hugoton, KS Feasibility study and USDA 9003 Biorefinery Loan Guarantee Application for commercial-scale ethanol production facility utilizing an enzymatic hydrolysis conversion process of biomass to ethanol.

Alico, Inc., LaBelle, FL — $33 million DOE Cellulosic Ethanol grant for the development of a cellulosic ethanol and power plant.

Bluefire Renewables, Inc., Fulton, MI Feasibility study and USDA 9003 Biorefinery Loan Guarantee Application to deploy a patented Concentrated Acid Hydrolysis Technology Process for the conversion of cellulosic ethanol.

Coskata, Inc., Warrenville, IL - Feasibility study and USA 9003 Biorefinery Loan Guarantee Application for a commercial scale ethanol facility.  Coskata was awarded a $250 million conditional commitment in 2010.

Chemtex, Wilmington, NC - Feasibility study and USDA 9003 Biorefinery Loan Guarantee Application for commercial-scale ethanol production facility utilitizing PROESATM technology in Sampson County, NC.  Chemtex was awarded a $99 million conditional commitment in 2012.

Cool Planet Energy Systems, Inc. – Feasibility study for a USDA 9003 Biorefinery Loan Guarantee Application for advanced biofuels in Alexandria, LA.  Cool Planet was awarded a $91 million conditional commitment in September 2014.

Ensyn Corporation, Inc. - Feasibility study for a USDA 9003 Biorefinery Loan Guarantee Application for advanced biofuels in Vienna, GA.

Fulcrum BioEnergy - Feasibility study for a USDA 9003 Biorefinery Loan Guarantee that received their final $105 million loan commitment in September 2014.

Imperium Renewables, Inc., Hoquiam, WA Feasibility study and USDA 9003 Biorefinery Loan Guarantee Application to develop an advanced biofuels production facility.

Organic Fuels Holdings, Inc., Houston, TX Feasibility Study, Business Plan, 9006 Energy Grant and Guaranteed Loan Application, USDA Business and Industry Loan Application, and DOE Cellulosic Demonstration Grant.

Primus Green Energy, Inc., North Hampton County, PA Feasibility study and USDA 9003 Biorefinery Loan Guarantee Application for thermo-chemical biomass-to-liquid fuels technology, with high octane gasoline (and jet fuel) as drop-in, standard fuel products.

Red Rock Biofuels (a project from IR1 Group), LLC Fort Collin, CO Assisted client with preparing an application for the Defense Production Act Title III Advanced Drop-In Biofuels Production Project to develop an integrated biorefinery using proven technologies to convert woody biomass to renewable, drop-in jet, diesel, and naphtha fuels.  Red Rock Biofuels was awarded a $4.1 million Phase 1 grant from DPA, and a $70 million Phase 2 grant from DPA.

Sweetwater Energy, Inc., Rochester, NY Assisted company with developing a pre-applications and concept papers for an ARPA-E program the and Biomass Research and Development Initiative.

Terrabon, Inc., Houston, TX Feasibility study and USDA 9003 Biorefinery Loan Guarantee Application to develop Green Drop-in Gasoline from Post-Sorted Municipal Solid Waste.

United States Sugar Corporation, Clewiston, FL Cellulosic ethanol grant application to the Florida Energy Commission.

Western Green Fuels (a project from Ensyn Corporation, LLC), Beverly, MA Assisted client with preparing an application for the Defense Production Act Title III Advanced Drop-In Biofuels Production Project to build and demonstrate a commercial scale biorefinery producing transportation fuels from non-food biomass feedstocks in partnership with Envergent, using UOP technology.

Zeachem, Lakewood, CO Feasibility study and USDA 9003 Biorefinery Loan Guarantee Application for commercial-scale ethanol production facility in Boardman, Oregon.  Zeachem received a $232 million conditional commitment in 2012.
